Odisha to Launch "Auto Appeal" Under ORTPSA by May 2026:                                                                   Revolutionizing Citizen-Centric Governance

Paperman Media (Bhubaneswar )- In a significant move towards strengthening the Odisha Right to Public Services Act ( ORTPSA)  and ensuring time-bound delivery of government services, the Government of Odisha is set to implement the “Auto Appeal System” under the “Odisha Right to Public Services Act (ORTPSA)” by May 2026.

The announcement was made during a review meeting of the Nodal Officers for ORTPSA, representing 32 departments. The session was held on 29th April, 2026 at the Convention Centre, Lokseva Bhawan under the Chairmanship of Sri Suresh Kumar Vasisth, IAS, Special Secy, GA&PG Deptt. Govt of Odisha.

Addressing the Nodal Officers in his welcome address, Sri Vasisth informed the forum that the Cabinet of the Odisha Government has officially approved the provision of the Auto Appeal System. This mechanism is designed to eliminate delays in the grievance redressal process by automatically escalating service requests to the higher appellate authority if the designated officer fails to deliver the service within the stipulated timeframe.

 "The implementation of Auto Appeal marks a new era of accountability in Odisha’s administration.                    By May 2026, the system will ensure that no citizen is left waiting indefinitely for a service they are legally entitled to receive," stated Sri Vasisth.

The meeting featured a comprehensive technical session made by Sri Pinaki Mohanty, Project Coordinator, ORTPSA. Sri Mohanty delivered a detailed presentation on the current status of ORTPSA implementation across various departments. He further elaborated on the architectural framework of the Auto Appeal System, highlighting how the digital integration will trigger Automatic Appeals eliminating the need for citizens to manually file an appeal if a deadline is missed. The system will further enhance transparency by enabling real-time tracking of file movement across all 32 departments, thereby improving accountability and efficiency in administrative processes. The system will also significantly reduce physical footfall by minimizing the need for citizens to visit government offices for follow-ups. It will also ensure seamless service delivery by enabling efficient, transparent, and time-bound access to public services through robust digital integration.

Emphasizing the necessity of this transition, *Sri Debabrata Mallick, Additional Secretary, GA & PG Department,  spoke on the critical need for Auto Appeal in the current governance landscape.                        He noted that while ORTPSA has already streamlined many services, the "Auto Appeal" feature provides the final layer of protection for the citizen’s right to timely service.  Sri Mallick urged the Nodal Officers to ensure that their respective departmental databases are fully integrated with the central portal to meet the May 2026 deadline. The meeting concluded with a vote of thanks proposed by Sri Debabrata Mallick, acknowledging the collaborative efforts of all departments in making Odisha a leader in digital governance and public accountability. Sri Samarendra Sarangi, OSD, GA & PG Department coordinated the review meeting.
