Odisha can unlock greater economic value through sustainable manufacturing, stronger local supply chains and high-value mineral-based industries, according to a report discussed at a programme organised by Pahle India Foundation (PIF) in Bhubaneswar on October 23.
The event, titled “Viksit Odisha: Progress, Prospects and the Road to 2047,” was attended by Chief Secretary Anu Garg, IAS, as Chief Guest.
Delivering the keynote address, Dr Rajiv Kumar, Chairman of PIF and former Vice Chairman of NITI Aayog, highlighted Odisha's mineral wealth and called for greater investment in green steel, green aluminium, green hydrogen and rare-earth magnets. He stressed the need to expand merchandise exports from approximately $11 billion to $100 billion by 2036 and integrate economically lagging districts into global value chains.
Anu Garg outlined the state's ambition to become a $500 billion economy by 2036 and a $1.5 trillion economy by 2047. She highlighted the EDGE framework—Economic Strength, Demography, Geography and Ecosystem—as central to achieving the state's development goals.
The programme also featured the launch of PIF's report, supported by Diageo India, titled *Unshackling Odisha’s Alcobev Sector: Towards a Business-Driven Partnership Model*. Based on Diageo India's vendor expenditure for FY2024-25, the study estimates ₹350.5 crore in gross value added (GVA) within Odisha, out of ₹647.9 crore nationally.
The report also notes that Odisha collected ₹11,429 crore in excise duty and VAT from the alcoholic beverages industry in FY2024-25. It recommends establishing an Odisha Alcobev Policy Council and an Anchor Firm Compact to encourage investment, local employment, skills development and community initiatives.
The study concludes that stronger local manufacturing capabilities, predictable regulations and improved industry-government collaboration can help Odisha retain more economic value while advancing sustainable and responsible growth.
